Why is the Housing Choice Voucher program a good program to get involved in?

  • When you lease to a person with a voucher, you have leased to a family that is not paying over 40% of its monthly income for rent and utilities. This family can afford to pay its portion of the rent to the landlord on a timely basis.
  • The Housing Authority’s portion of the rent is sent directly to the landlord on the 1st of each month.
  • Landlords use their own lease; the Housing Authority requires a copy of said lease.
  • When problems arise for a family, such as the loss of a job, illness, or injury, the Housing Authority increases its portion of the rent, making sure the landlord is promptly paid.
  • Families who have lease violations and/or fail to pay their portion of the rent will lose their housing assistance.
How can I become involved in the program?

First, a housing recipient must select your unit as the one he/she wants to lease. The participant is encouraged to shop for a rental unit and find one in a nice area that is close to stores and his/ her employment. They may live anywhere within Salt Lake County. Once the participant receives a housing voucher they will be issued a moving packet of information that the landlord must complete in order to become a program participant. Will the Housing Authority advertise for me?

We provide rental books within our office where you are welcome to post vacancies. We can also distribute property brochures directly to our program participants. How and when will I get paid?

The Housing Authority will send its portion of the rent directly to the landlord on the 1st of each month. The tenant is responsible to pay his/her portion of the rent directly to the landlord, which is generally 30-40% of his/her income. Does my unit have to pass an inspection?

Yes, the unit must pass an HQS Inspection (Housing Quality Standards). This ensures that the client will be living in a safe, decent and sanitary unit. The Housing Authority will not pay any rental assistance until the day the unit passes inspection and a lease agreement is executed. Can I use my own lease?

Yes, we require that you use your own lease. All initial leases must be for 12 months.

Housing Authority Responsibilities

The Housing Authority must:
  • Verify income levels for our program participants.
  • Conduct HQS Housing Quality Standards Inspection.
  • Complete Housing Authority paperwork.
  • Enforce HUD regulations.
  • Pay our portion of the rent.
Landlord Responsibilities

The Landlord must:
  • Screen all applicants.
  • Contact landlords for references.
  • Run background checks.
  • Ensure rental unit is decent, safe, and sanitary.
Enforcing provisions of the lease is the responsibility of the landlord.
